Job Description :

The Contracts Manager position assumes a high degree of responsibility supporting cross-functional business team members within the company (Operations, Finance, Human Resources and Executive Management) in the areas of development, administration of compliance of all Government and Commercial contracts. Provide leadership and management to the contracts organization, and ensure all department functions are optimally performed. Assist management in responding to new business opportunities. Provide guidance and assistance to The Operations Department and develop strong business and contractual relationships with the Government and Commercial entities. Negotiate all contract agreements for prime contracts, subcontracts, vendor, and consultants agreements . The Contracts Manager will oversee the on-going contract and subcontract activities of the company, and will assist the purchasing staff with contractual issues for non-stand purchasing terms and conditions. The Contracts Manager reports to the Chief Financial Officer.

RESPONSIBILITIES:

  • Lead negotiation responsibilities on all contractual documents. Ability to draft  complex contractual instruments.
  • Primary POC for all contract matters
  • Provide guidance to Executive Management and Operations Management regarding contractual terms and conditions and emerging issues/changes in contracting practices and regulations.
  • Identifying matters relating to performance (or non-performance) of obligations required under the contract terms that present risk to the organization.
  • Manage contract administration including modifications and contract notification letters.
  • Provide formal training in contract domain expertise.
  • Establish and maintain contract administration policies and procedures and assist management in the implementation and compliance of same.
  • Provide assistance to business development activities, including draft and review of proposals, rteps, negotiating teaming agreements and NDA’s.
  • Supervision of contract staff, including mentoring less experienced contract professionals
  • Prepare and update Central Contractor Registration (CCR) Submission annually
  • Assist Executive Management in achievement of company objectives.
  • May perform other duties as assigned.

    Job Requirements :

    Bachelor Degree in related field and minimum of 10 years related experience or equivalent combination of education and experience.

    Legal Degree and/or Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM) required.

    Certified Professional Contracts Manager (CPCM) desirable.

    Must possess significant knowledge of the Federal Acquisition Regulations (FAR) and the Department of Defense Federal Acquisition Regulations (DFAR) and the ability to interpret all applicable legal, regulatory and other governing documents.

  • Excellent verbal, written and analytical skills.
  • Must possess strong leadership skills and be able to work with minimum supervision
  • Demonstrated communication and organizational skills, which resulted in both effective team leadership and participation.
  • Demonstrated ability to manage and facilitate working relationships among diverse teams.
  • Ability to work under deadline pressures.
  • Ability to handle multiple projects in a rapidly growing company. Demonstrated ability to aggressively negotiate contracts as required.
  • Demonstrated ability to aggressively negotiate contracts as required.
  • Demonstrated experience in administering various types of contracts and/or grants (CPFF, CPAF, FFP, T&M, IDIQ, CR, GSA schedule).
  • Ability to interpret and apply federal procurement regulations (FAR/DFARS).
  • Expertise in analysis of terms and conditions of government and commercial contracts
  • Experienced in the negotiation and administration of prime and subcontract arrangements.
  • Able to manage and grow a team of contract professionals.
  • Manage all contracts, subcontracts, task orders, and related documentation to withstand contractual scrutiny of a DCAA& DCMA Audits.
  • Performing senior level contracts and subcontracts functions within the company
  • Participating in business budgeting and planning as it relates to contracting issues.
  • Negotiating and administering contracts/subcontracts for government programs, negotiating insurance and risk management agreements with outside agencies and consultants, and interacting with external legal counsel as necessary.
  • Actively participating in proposal development preparation..
  • Working knowledge of E-business and ISO procedures for contracts, subcontracts, and proposals is highly desired. MS Project and other tools as may be required for the performance of their duties.
  • Interfacing with various governmental agencies on related issues; and
  • Providing guidance, advice and recommendations Executive Management on matters as provided herein.
  • Must be proficient in Excel, MS Word, and Power Point.
